It's a fact that bolts from her body are weaker than bolts directly from cloud-to-ground. She stored it within herself. This is the same thing she did with Polaris. It's the same thing Magneto did when he caught her off gaurd and filtered the energy through her into him.

Not so. The lightning was filtered through her body before it hit Cyclops. Also, there is no proof that Scott can do that with lightning in our universe. There, there was no sun for him to absorb rays from, so he metabolised her lightning instead (and was hurt badly). However, in our world, his body metabolizes sun rays. There is no proof that he can metabolise both at the same time and he has never been shown to have that ability.

Again, Storm can filter lightning through her body to tone it down. However, she can control the degree of this. Hence, in Giant-Sized issue 1, she toned it down enough for Polaris to absorb it without dying. However, later on in a future arc, she obviously toned it down less and took Lorna out of the fight with lightning from her body.

You're right.

If Storm can control electrons(hich she CERTAINLY can) she can control both voltage and amperes. This can be either from her body or the sky. Usually her bio-electricity is meant to stun, though.

Here's a comprehensive example I found:

ampere is the size of water flow.
voltage is the speed of flowing water.
