The scan CLEARLY indicates that the air IN his lungs obeys her EVERY whim. She can force air in(overinflate), cause air to rush out, or keep air stangnant in which case he can't inhale or exhale. All of which can kill.
Your questions have been answered by the scan.
Nothing has been presented that suggest that both Kara and Diana are immune to internal manipulation.
They're dead, no matter how strong they are. Strength and durability are complete NON-FACTORS. 😂

Storm can create whole SYSTEMS of weather in the palm of her hand--Tiny tiny, pressure and electrical gradients.
It's much less extrapolation than with Wondy, Kara, or anyone else.

I'd venture to say that her enchantment acts a a semi buffer against enchanted attacks.
Isn't this strange, though. Non-enchanted electricity harms her severely:
Storm cans stop her from exhaling or inhaling and kill her by exploding her lungs.
It's not like she'd know not to inhale or to exhale given only GENERAL knowledge, anyway.
