Majestic did not "effortlessly" reprogram Eradicator. Eradicator was about to kill him (which Majestic openly admitted) and out of desperation he was able to initiate a rewrite.
Erads recovered fairly quickly..and was actually UPGRADED after that.
Erads has also effortlessly taken out Guy.

Constructs get broken by Superman level characters all the time.
Add telepathy which GL's have had trouble with, on the fly matter manip, T-vo, etc...and Hal is going to have problems.
