In hindsight. I dont even think those people who said "footsteps" were even in the same location as the Hulk.

It doesnt look like hes stamping his feet, and I suspect the reason why the writer made them say footsteps was to indicate that he was not stamping his feet.

The people who said it where in helicopters in restricted airspace in upstate new york. I think this was to indicate that Hulk was in a different area of NYC.

To tell the truth looking at it, it could be intepreted as walking or stamping, but the comment about footsteps implies he was walking.

2. They werent so high up that they couldnt see what he was doing. You've seen those police programs were they have those guys running from the police. You can still see what they are doing and there nowhere near the size of the Hulk.

and i think you're taking it far too literally... ok, imagine you're the hulk, and you want to be taken down... you're thinking "i need to get their attention so they stop me from destroying the planet"
