I think people flush fish because it seems pointless to dig a hole for a fish. For small rodents/gerbils/vermin it would be better to either bury it or wrap it up and throw it away.

Funny I think it was the Native Americans that taught the Pilgrims that the protein from a decomposing fish works as a fertilizer for certain crops (such as corn) that increases their yield. I dunno, maybe when we began growing complacent with expensive chemicals rather than free natural stuff that we said "hey, just flush the poor b*******." ermm

Anyway, the whole fish-down-the-toilet thing might be symbolic. You know. The fish lives in the water, so you mind as well let it rest eternally in the water.
