Spectre isn't at LT's level in my honest opinion, atleast not Hal Jordan Spectre.
While LT judges realities and multiverses, Spectre judges individual people, worlds at best.
Hal Jordan Spectre didn't do ne thing to raise him to the level of Thanos w IG.
And Spectre is not only highly manipulable (like Eclipso was able to get one over his mind), but he is also rather non-resourceful.

That guy was the embodyment of human suffering, and did nothing that puts him on par with the likes of Darksied or Thanos.
