What you mean is pre-rendered. Cutscene graphics looked better because they were pre-rendered, with plenty of time and processing power able to go into rendering high-quality frames, then those movies compressed into relatively small movie files. It's only recently that in-game cutscenes have been in vogue, to knit the game assets together better, since it was apparently a jarring disconnect to have the movie bits look infinitely better than the coolest thing you could actively do.
