Means your highest IV is in attack, and it's either 1, 11, 21, or 31.Also, in HG at the battle tower, there's a guy called the judge next to the computer who will rate your pokemon. There's a chart on the page I linked that you'll find helpful, but he says things a little differently than the guy in Emerald did.
"It can;'t be better in that regard" means a perfect IV.Also, there's a java applet IV calculator on the internet, which requires you to know your pokemon's exact EV's, and works better when your pokemon is a higher level. Read: hard to arrange. But it is fairly accurate, and can tell you the ball park of your IV's.
Edit: there are a couple items that are very helpful in breeding and IV training that I can send your way once you have a pal-pad. I do expect battles once you've used them to train a team, though. 😛
