Yeah, but it's just more intelligent to give a powerful sweeper the move. Garchomp is dead for sure (without Focus Sash or Yache berry), and depending on the pokemon, it could probably take out most Dragons in 2 hits before they Dragon Dance up or anything.

Naw, Dragons aren't a problem for mah new team. When I'm ready, I'm going to challenge Shin and see if I can't beat him. It's mixed tiers; nothing serious. One of my guys is in NU. O_O

So, when they bring in Garchomp, you're going to have an Ice move ready every time? What do they get to do when you have to switch out to bring it in? A free Dragon Dance. Then Garchomp uses outrage, and unless you resist it, you're probably dead.
The only way this would work for you is in midsweep, in which case the only way you'll be seeing Garchomp at that point anyway is if you've managed to drop their walls or anything else they can use to stop you.
Even then, it's fairly difficult to outrun a Garchomp. Most run Jolly nature which is basically 110 base speed plus full EVs.
