Well, also remember that then parents were expected to actually supervise their kids and hence kids shows could get away with edgier humor that was actually funny. Also how everything used to be funny on two levels.
Nowadays, it seems like many parents are expecting the media to do that for them, and it's like they have to cut out anything that's actually funny in case some pissed off parent sues them because they didn't want their kid hearing/seeing something but couldn't be bothered to pay attention to it themselves.

Ben 10 actually has some great subtlety to the humor. Things that will go over the heads of younger kids. I attribute it to the ossum writers for the show like Dwayne McDuffie.
Funny is relative, as in people's perception of humor. Essentially, with no good material about, people latch on to the least-worst and proclaim it good, due to a lack of quality. It is seen as better, but it's only because nothing truly valuable is available.

And how often are sitcoms actually funny?
I've always found them to be tiresome dreck.
Can't stand Chowder. It's more obnoxiously annoying than anything. The katamari scene being the sole exception that I've seen.

Well, considering I just said I find it obnoxiously annoying...I'm going to go with "because I find it obnoxious and annoying". It's not even close to being a classic, or comparable to any of them.
Can't stand Spongebob either, though it does have it's moments, few and far between they may be. It's about as close to 90s cartoon humor as you can get now, even though it's extremely watered down.
