That's the shitty in-universe explanation DC has given it. The reality is that Superman will not kill Lex Luthor because DC enjoys the money they make when they sell storylines involving Lex Luthor. However, that does not make the in-universe explanation any less valid, Superman's relunctance to take a life is a very consistent trait of his, although IIRC it did not exist in the Golden Age.
