If I do somehow have this DNS virus and it does crash my computer as it's being killed off, I'm gonna be pissed if the government can't replace it. That would be like in a convenience store, you broke something but you didn't buy it despite the angry cashier behind the counter demanding that you pay for it.

Common sense.
All that's happening is that the temp DNS servers are getting taken down. If you've taken any sort of care of your computer, even if you did get the virus it's gone now.
And even if you still had it, the only thing that would happen would be you not accessing the internet. There's absolutely nothing in this situation that would "crash your computer." As usual the media is blowing things out of proportion to scare people.

They're shutting down the temporary DNS servers. That means if you're infected, you can't access the internet. That doesn't mean your computer is going to crash, FFS.
