Confirmed that for season 2 she can do so at will
The Legend of Korra, a sequel series to the popular Avatar: The Last Airbender. It has currently wrapped up it's first season, Book: Air, after 12 episodes.
It also ends on a note that makes it...kinda hard to see where they'll go on this. Truth be told I'm kinda optimistic about how they'll handle the Avatar State thing.
