As an actual character Natasha was way better than Catwoman, imo.
Outsmarting Loki, being basically undefeatable in H2H, etc etc. Catwoman's role in TDKR was basically to frown at the camera and then have sex with Bruce later. Fun.
But then again, having a large cast of characters and making them all relevant to the plot is Whedon's core talent. So that's only to be expected.
Except for Cap; he kind of dropped the ball with him. Steve was arguably the most useless of the heroes in the movie. The only thing he really contributed was "leadership skills", but ultimately most of his leadership advice was just common sense. Beyond that, all he had was his martial arts, which doesn't mean a whole lot when the majority of your enemies are flying on hover board thingamajigs.
So yeah, Steve wasn't too awesome. But that probably has more to do with the fact that realistically Steve is just a useless character, and less to do with Whedon's directing.

And you refer to Steve as the useless one, when everything Natasha can do, Steve can do but better, along with being capable of more?

Blax somewhat has a point in that Cap is the weakest of the hero. However, even throwing aside how easy it is to get Captain America wrong, I wouldn't go as far as to say he dropped the ball with him. Cap had a ton of moments. Stopping Thor and Tony's fight, finding the evidence against Shield, saving a bunch of people in the building, the whole "Why should I listen to you" bit, and all his funny stuff.
Objectively, Hawkeye is the worst hero because, well, brainwashed and crazy for the majority of the movie. But even he has his moments. The one hero that I have the weakest memories of as far as badass moments goes is Thor of all people but honestly he makes up for it with his interactions with Loki.

Admittedly I am mostly butthurt because Natasha is the cause of the single worst scene in the ****ing movie.
The real question is: What else can she do?
I was admittedly only referring to combat specifically (Which I should have specified, since this confused the ladyman), not things like interrogation which she would fare better in, as a h2h combatant or gunman, he's superior.
Also, no Nephthys, Captain America would murk Natasha under any context that didn't heavily favor her from the start, and since he's the better tactician, she's not likely to slant a neutral playing ground into one favoring her.
Because Captain America's fist affected Loki, and machine-gun fire didn't. 131
