Cap uses his shield to block things because a shield is typically used for that purpose. And his shield in particular told Thor's hammer to gtfo so honestly I would never let it go. As for why he ducks, instinct. Since he apparently got hit by a lazor iirc, I don't see a bullet hurting him that much.

Why would a (frickin'😉 laser have more penetrating power than a bullet? As I recall, he ducks bullets in his own movie as well.
