Surfer was able to outrace a wave of universal destruction, and the destruction of all reality, which includes timelines.
He did this via traveling at super speed to the past, since the destruction of reality started from the future (which was wiped out), and was moving its way to destroy the present, and eventually the past.

Was looking throuh some old surfer stuff and found this interesting application of te power cosmic. Here Doom with surfers powers basically reduces the vibrational rate of Bens body to a standstill leaving him unable to move. A major component of kinetic energy is vibrational ke (motion due to vibrations) so this attack is akin to a speed steal.
Just another example of what surfer is capable of if he takes the kid gloves off.
Here's a fun feat.
Surfer has a nightmare while sleeping on Earth. He starts releasing cosmic energy and negating gravity. According to Reed, if Surfer isn't woken up and his power keeps speading, it could threaten the entire planet.

So in a sense, Surfer could literally destroy a planet in his sleep.
Surfer and friends stumble upon an unnatural cosmic storm that dwarfed a planet. According to Surfer, the storm was going to "devastate the planet."
Surfer absorbs the cosmic storm's lightning and uses it to dissipate the storm, thus saving the planet. This is a good feat considering how large the cosmic storm was.
It turns out the cosmic storm was created by Acari, who used the storm to lure and trap Surfer e.g., Acari says, "I was hoping to lure someone with that show...but I never imagined I'd trap someone so powerful."
Acari (who states that he drinks suns) proceeds to feast on Surfer's cosmic energy.
With Groot's help, Surfer was able to transfer Acari and trap him inside the planet via grounding.

More confirmation that Surfer was moving at a multi-universe/timelines spanning speed to escape multiversal destruction.
Thing vs. Surfer Round 2
Surfer fights a mind-controlled Thing, but note Surfer didn't seem like he wanted to seriously injure Thing, who's one of his oldest friends. Note Surfer tanks multiple sucker-shots while distracted or from behind and is uninjured. Surfer's posturing pays off because Thing eventually breaks out of the mind-control and joins him.
Surfer and Thing vs. The Avengers
Surfer and Thing are able to hold their own against mind-controlled Avengers, which included: Jane-Thor, Captain America, Iron Man, Nova, Daredevil, Spider-Man, Vision, She-Hulk, Ms. Marvel, and legendary Squirrel Girl.
Surfer gets dogpiled by a handful of Avengers, and blasts away what appear to be Nova, Jane-Thor, Iron Man, Vision, and Daredevil.
Surfer destroys the massive Illuminatrix, and uses all his power cosmic send out a "destruct signal" to erase all aspects Zen-Lavian culture across the universe and thereby reversing it's assimilation of planets.
Note that according to Shalla-Ba, the Illuminatrix has transformed THOUSANDS of planets across the cosmos.
Also note that the Illuminatrix re-writes the very molecules of the planets and people it assimilates into Zen-La culture. It was even able to re-write the molecules of Mjolnir and transform it!
In other words, what Surfer did was a feat of matter-manipulation on the scale of "THOUSANDS of planets" with a range that spanned the universe.
I don't know. From the wording, it sounds like to me that he used the method (of using a code) the illuminatrix used rather than used the illuminatrix itself. And he beat it at its own game (via sending a stronger code).
Is there a part of the comic that One Punch excluded where Surfer stated that he somehow used the illuminatrix?
Edit. Although I will agree that it doesn't look anything like matter manip. More like some sort of reality-rewriting via plot device nonsense.
Also: anyone here play Marvel Heroes 2016 MMOARPG? Pretty fun game. 😄

This is accurate, he didnt use the illuminatrix to do it, he used his power cosmic and flat out says it. The code is simply the comic book based scientific explanation of the method through which the reality restructuring /matter manipulation is initiated. Surfer used his power cosmic to generate the same effect but in a destructive capacity across thousands of planets spanning the universe via an alternative and much stronger code.
Id say it can be classified as matter manip since it involves deconstructing/rewriting molecules in order to undo the transformation of the illuminatrix though reality rewriting is probably a better description since the illuminatrix was able to replace even the histories of planets and peoples it was used on.
