Based on the preview, here are some more details about the universal destruct wave Surfer sent out.
"The wave of cosmic energy that Norrin sent around the world--across the universe...it's not just reversing what those Zen-Lavians did. A part of him was inside of it. Touching us all"
"It was that wave. The Power Cosmic wasn't enough. He had to use his own life-force."
Also looks like Surfer can recover from death as long as a small piece of him (i.e., the ring) is still with Dawn.

Slott's Silver Surfer series has been nominated for multiple Eisner awards, e.g., best solo series, best one-shot, best inker, best colouring.

Looks like Abhi might be right about the Illuminatrix being used, tho. Preview pages state that he "hacked" the illuminatrix to send out the signal. Oh well. Like I said, next issue clarified the "feat" since it left a lot of room for interpretation, eliminating the need to argue it further.
Still a nice "feat" tho since he did amp it to affect the universe instantly rather than planet-to-planet.

We have three statements in the comic that say Surfer sent out the wave of cosmic energy, and zero that say he used the Illuminatrix to send it so far.

It was clearly stated that he hacked the illuminatrix and that's how he destroyed the "culture template" of Zenn-La.

What I didn't like is how can Shalla Bal can blast a hole through Surfer's board. The issue is all over on power levels.
