He and the other supermen went through Rao, lost all their powers promptly, and then he beat up a teenager after said teenager beat an old man to death.

And i don't think he willed himself to powerless that entire year.
He probably lost his powers after the dip, and then gained them sometime later.
But since he can go humanish at will, he kept them at bay due to guilt and the renewed closeness it gave him with the ballbuster.
