Why would Naruto be mid-meta? He would tool someone like Samus, who is high-meta, with ease and without a scratch. He has the regen of Wolverine and the destructive power of Iron Man.

He can one-shot pretty much any street leveler who doesn't have regen, and is more then a match for most mid-levelers.
The placings are not 100% accurate. This is more of a popularity contest. Unless someone disagrees with Link's placement and actually posts proof about why Link should be higher or lower he will stay like that.
I don't care much about Link. At base with a Sword and Shield he is a street level fella. With all his equipment...well wtf knows.
Naruto's power level highly depends on whether he is allowed to use the Kyuubi or not. First of all, the giant blast occurs only when a new tail emerges and as such is not a technique that can be used in a versus battle. 2. The wind shruiken will permanently disable naruto if used again. As such, In top kyuubi form he can make high meta barely, without it he's only a low mid meta.
The Rasengan disabling him is a plot device. He can still use it in vs. battles were plot devices like that don't take effect. As for the Kyuubi even without transforming it still gives him a rapid, a natural regeneration ability. And I don't see how even with Kyuubi he's "barely high", when people like Samus are solidly in the top-tier.

He can also become intangible...Shit he might be herald level if you count every single item & equipment he has had throughout his entire run.

He can control winds from wind waker. he can control time and teleport with the Ocarina of Time. plus theres the oni/fierce diety transformation of his... Sheild that reflects lasers, sword that can repal magical spells
