The Ice King (Adventure Time)

No, just no.

Ice King regularly gets his ass kicked by a character whom isn't on Spiderman's level.

Ichigo (Bleach)

Ichigo has never busted a city, even Dangai Ichigo has never accomplished this, and Mid Heralds are well above city level and marginally hypersonic. Ironman can city bust and go hypersonic. Ichigo also has never attacked the soul directly, oddly enough no Shinigami has. Though invisible, they appear to be largely physical being. Ichigo doesn't have near instantaneous regen, at least when not drugged up on Hollow powah. Though he is actually stronger than class 25.

I could see mid meta to low high meta, nor more.

Naruto (Naruto Shippuden)

Naruto currently in the manga is actually mountain busting. His regeneration is fast, but he still is pitifully durable by mid herald (aka Hulk) standards.

Those giant frogs would be dusted by a high meta.

Devil Jin & Devil Kazuya (Tekken)

None of those feats compare to mid heralds, and when did they cleave a mountain in half?

Atem (Yu-gi-oh)

What has he done now?

Captain Hero (Drawn Together)

Hero is actually an interesting case. His power levels vary a bit, but at their highest he has feats that would make Superman proud (Tying a few dozen thousand mile chain onto his home planet and tossing it into the sun, destroying it).

Luffy (One Piece)

Luffy is stronger than at least Ichigo in the current manga.

Edward Elric (FMA)

He has less raw power than probably Storm (A mid meta), and is about as frail. Really, he is the definition of a glass cannon. Ironman is far more powerful, as well as being leaps and bounds better physically.

I don't know enough about the others to comment.

Yamamoto or w/e his name is could bust a city.

Super Saiyan Ichigo could.

Yamamoto could bust a town. Karakura is a town.

Edit: Though, him being stronger than Ulquiorra, yeah he could probably city bust, he hasn't done it though.

Karakura town is a city.

It is, at best, a small city, which is where the best destructive capacity Bleach feats are in, in terms of their sploding power.

And Ichigo > small city buster, therefore, he's a city buster.

Nothing. The recent cgi Tekken movie was visually impressive, and a lot of people mistake that for "omg they must be trans level." The static panels of comic books don't wow people the same way I guess.

Jin and Kazuya do some generic "fly around with energy beams and cool special effects on our punches." Heihachi turns a tower into a big monster made from Mokujin bodies. Jin cuts the monster in half with a laser beam.

If we dropped Supergirl(Kara) into that same movie, she'd solo Devil Jin/Kazuya/Monster Heihachi without much effort. In all honesty, I see several high metas like Iron Man or Starfire doing what they did. It wasn't even out of the realm of classic Rogue and Cassandra Sandsmark, and they are listed as mid-metas.

Even beyond all that, the movie is most likely non-canon like the Tekken Tag series.

Ah, okay then.
