Wily built most of the Robot Masters from MM7 also, including Bass, though some of the cast from MM8 weren't entirely original. Clown Man was stolen from a sci-fi show and modified (IIRC) and Astro Man was stolen and modified from a planetarium.
Still, Wily's a sharp one, but in the end he steals as much as he creates.

Shade Man was stolen and modified from a haunted fun house. Turbo Man was an original Wily creation, but based off an advanced automobile (which may or may not have been stolen).
We do know that the first four (and Bass) were designed to activate in the event of Wily's absence over a certain period. Not sure about the last four. He may have held them in reserve.
