well, the only thing he's done is blow up bludhaven, in which killing major force(as we can see so far) and the fight against the multiverse characters. Not enough to back what I say up, I may however elude to it, but it wouldn't be my main focus at all.
It doesn't really matter who you use.

The power level he's repping nowadays is ambiguous at best. Hell, I think in Countdown #31, he offered the Crime Syndicate of Earth 3 an opportunity to rule multiple universes along side him.
I'd say 'no' on Monarch's feats. Either he'd be wearing the suit, or he wouldn't. You can't have it both ways. And right now, it's too early to tell.

Well, All I have, is the Bludhaven scan, so regardless, I might not even use it. Basically, he's not in the suit. I may just allude to it, to referance his ability, you know?
