Being able to control all computers on earth is part of EXTREMIS IM's make up and is in his powerset... Sentry ran out of juice. Hulk had slightly more left in the tank.
for one thing, as Pak stated, the green glowing eyes of Banner (immediately after the transformation) were a sign of an equilibrium reached between the personas inside him.
for another, Hulk IS Banner and vice versa, they're one entity equally unkillable. you shoot Banner in the brain, you get a pissed off Hulk in your face... and when he calms down, you have a scratchless Banner.
