Hell no. The Heart was a finite thing that no longer exist. A power up with no mind. Just unrelenting power. It was not Omnipotent. It was not Omnipresent. It was not Never Ending.
The Presence is all of that.
Thanos used the power to become the strongest being in his reality. He touched everything. But guess what, the power is gone. Thus is Not in anyway equal to the unending eternalness that is the presence.

The Presence and The One Above All are the Creators! thanos is a created being used by TOAA shown in Spiderman not as a writer, so there goes that idea. Even with all the power Thanos had he still couldn't get away from TOAA's plan, Thanos is about the next being to them in power but is not at there level 😱
