Gotenks tried burning away the rest of his body, and Buu simply reformed from the flame energy. According to Piccolo, the only way to actually kill him is by erasing his ki with ki energy, and considering it took Goku taking energy from a good portion of the universe, we're talking a LOT of ki energy to accomplish that..
