It was effectively played by a man- Clive Revill did the voice and got the credit (and noted that because of that few minutes' work he still receives fan male about it decades on).I seem to remember that a woman's face and a chimpanzee (or some similar arrangement) were combined to make the original image shown. But basically, the Emperor was always played by a guy.
