In those scans they are talking about how Michael writing Gods name on everything and saving the universe, there is no reason to talk about Lucifer, that's why they only stated "Michael as his second". In Lucifer Exodus turn to page 16 if you have it if you don't go to the comic store and read it. Uriel and another angel asking luci about who "the Name" has chosen as his successor and they ask "and that would be you?" Lucifer says "that would be Both of us, myself and my noble brother".
