No, he doesn't. You're using a feat for the actual Lifestream which controls the whole planet to Sephiroth's creation which was not yet at that level.

We watched Holy's speed in the end of the game, and it crossed continents in seconds. But Holy's speed isn't important. The point was it's power, and the fact Seph's will is above it, and can hold it back.
Sephiroth's power come from Jenova and the Lifestream. After he absorbed it during 5 years,(and after he corrupted it in AC) the Lifestream became part of him. Like the J-cells, it is just an extension of himself, and this is why he could summon/controll it in AC.
And I knew a guy named Nikkolas in other forums. He is a biased FFVII hater and FFIX fanboy. I can be wrong, but I think he is you.

Sephiroth made his own seperate lifestream, no one has ever been shown to be able to pull off something that great in FF VII. Aerith had to convince all of the other souls in the lifestream to join her in using the lifestream to push back meteor, she didn't do it all by herself, she just convined everyone in their to help.
