Bu the thing is that popularity and fame tend to go hand in hand. An example:
10 guys are playing Street Fighter, nine of them have only played the game twice in there lives, the 10th plays it every day.
The nine players that have only played a couple of times don't really know who any of the people are, aside from Chun-Li and Ryu. As such, they pick Ryu. The 10th guy who's been playing for years chooses Gouki.
The majority of the people in the world make up the 9 people while people like you, me, and fire makes up the tenth.
Due to the fact that the majority of people know who Ryu is because he is more famous, he is in fact more popular. Things might be different if all 10 of the people were avid street fighter fans, but 9/10 times Ryu is more popular simply because more people are aware of his actual existence, compared to Gouki who is a legend/icon in the video game world but a nobody everywhere else. tis' all relative.
If you had ten people, all from different countries, and you told them to pick between Michael Jackson and Linkin Park most of the people probably will choose Michael Jackson because he's known in pretty much every country and has been for years. In terms of that group of people, MJ is certainly more popular.
