Nope still in the end Storm won't kill her. Emma could call her bluff and at the end Storm will yield.
Professor X could kill a bunch of people if he desired but he doesn't because of his morals and ethics. Same goes for Storm and most heroes. Has Storm ever intentionally killed a hero?
I don't know if Diamond Emma needs to breath or not. How often does Storm even try to control someone's lungs? once in a lifetime doesn't count as her resorting to it at the beginning.
One telepathic command and Storm can't breath herself - no domination, no mindaltering, no possession, which Storm is admittedly resistant (though not immune) to, just plain mental surgery, which is Emma's specialty.
One telepathic command and Storm's eyes will still see her surroundings, but the signals will never reach her visual cortex.
One telepathic pull and Storm's spirit will be on the astral plane where she can't do anything, her body lying in the physical world just as helpless (this tactic has worked on her before).
One serious mental blast like back in the days when Emma was the White Queen, and the fight is over ... as shown in the old days, when Storm was still an enemy, not to be manipulated or to be toyed with, but simply to be stopped. (Back then Emma wasn't able to break Storm's mind either, but she was very well able to disable her with ease!)
I think emma would win, with a little cunning. use her TP to Weaken Storms control over her powers and mask her approach, then turn to diamond form, smash her bones, then turn back to normal for a full on Psi-Bolt. Even better, take control of Storms body, then smash it up, then return to her own body to finish the job. Bwa ha ha! 😈
With focus, Emma should win; PIS has wreaked havoc on many characters over the years...
However, if Storm were prepared, she might be able to resist being influenced long enough to do damage.
Generally: Emma 6-7/10, but Storm's victories would be harsh and decisive, when they happen.
And to those who were debating 5 years ago about straw/grass, et al, piercing brick -- yes, my dears, it *can* happen, and has been documented; in fact, even harder materials (such as steel) have been pierced by much softer materials when sufficient force backs them (note, however, that in the Real World those instances are literally billions-to-one odds in frequency; in Comic Land, however, such things are much more possible, via character's powers...). Also, while diamonds are dense and molecularly resistant to force, they *do* have stress points, and can be shattered (by ordinary means, not often; by extreme methods, much more easily than most people think), so Storm's threat in the above scans is by no means an empty one, and entirely plausable (that is, as plausable as a woman with weather control powers threatening a woman who transforms into diamond can be considered plausable -- but it is circumstantially credible).

if i was storm i would make the area extremely cold so that emma would have to revert to diamond form, then all storm would have to do is bombard her with everything she's got over and over again.
storm could win, it's just that tp scan and rape is faster.
