Plus how do you know that optic blasts are faster than Hulk throws?
That scan you show was PIS (or piss) as it contradicts her entire history of being not able to dodge slower stuff.

His electricity was actually able to singe Hulk's hide for one. That's a lot more than Storm can say. He's also been able to completely destroy entire city blocks, generate hundreds of thousands of volts electricity, and even absorb electrical impulses from a person's brain. One normal natually occuring bolt can reach volts up to 120,000,000 and posiitive lightning can reach up to 1,000,000,000 volts. This is why she rarely hits people with that and it's usually the ones from her hand.

Hulk's abilities, including destruction based aiming, borderlines magic though. I don't mean comic magic, I mean it's just there and it can't be explained.
