And remind me, when has Surfer displayed the ability to fight at his top speeds as efficiently as Goku again? By all means if only speed is used Goku should win more often then not so the poll is off in a sense.

A race is meant to involve each persons ability to transit the space between points A and B. If you leave point and arrive at point B without going to the points inbetween you haven't been racing.
Also Goku needs to concentrate and find a target (which takes time and is tough in the middle of a fight) before he can use that abilty so it wouldn't be overly helpful against Surfer.

PS: Trying to apply DC logic to DBZ logic is a no no. Goku's "40 ton strength" has been stated by the creator (AT) in his last appearance in Wizard magazine to smash a planet.

Goku doesn't really need to focus (as seen in his Cell fight) it just helps. And even using the inbetween gaps Surfer isn't covering a 500 lightyear distance faster then Goku.
