He knew he had backup and that Steel was behind Triumpth. Basically he knew he was in no danger. He was just trying to rationalize with Triumpth and it didnt work so they had to take more drastic measures.

If Superman would have been fighting him alone or trying to put him down he would have never been in that situation. Norrin does not want to get that close to Superman to do that especially in "bloodlust".
