I think the statement is incredibly cut-and-dry: Zeus is simply referring to the severe beating he'd just given Hulk. Nothing more. That defines his "wrath" quite clearly, imo, with no reaching required.

If Hulk's HF weren't intact to *some* extent against Zeus, he likely wouldn't have been able to keep fighting with shattered ribs+collapsed lungs. However, I believe the beating was so severe that his HF simply could not keep up with the damage he was sustaining, and ultimately 'fatigued' itself(for lack of a better word.)
Zeus was very explicit: the fight took place on Hulk's terms(ie. fisticuffs only):
Not sure how the fight can be interpreted as Zeus using some sort of unseen/unheard Olympian magic(or w/e) to negate Hulk's HF..? But I don't really care to go in circles beyond this either. /shrug
