Sort of, the scientists wanted the Queen to lay eggs so they could use the Drones as an army. But because it's DNA was also slightly altered, that was the only way for the Queen breed. (Normally the Queen would lay egg after egg. Since she can't lay eggs, you saw what she had to do) The way the Drone was born was completely by accident.
