That's not lightning, it a bio-electrical shock. A lot people get that confused. Storm rarely strikes anything with a real lightning bolt.
Also while Sam is semi invulnerable, he still needs air to breath. IIRC, Sam and Storm fight in the pervious issue.

Who has the power of a goddess as it has been stated over and over. Oh, and I did not know that your average, every day, alpha mutant, as you so put it, can hold the essense of Eternity, overpower the Trion, the sum of an entire reality, summon the full power of millions of stars, etc.
That said, Storm wins this fight easily. Not only can she steal away his vision so he cannot locate her with fog or snow, she can also steal away the air he needs to breathe by creating a vacuum around him effectivley suffocating him. She could summon down drafts strong enough to hold him under water till he runs out of air in his blast field and passes out too. Torch flies at supersonic speed which is much faster than Cannonball and Ororo can create winds strong enough to pin him with that much thrust behind him. Pinning Cannonball is a breeze for her.

Only with PIS. Magneto has no direct control over metal. He has to grab ahold of it with the iron in his blood first. Here is the problem: Storm channels those same energies he controls through her body all the times and her metabolism can even use that energy to power her up and trigger the next step in her evolution as we saw when she absorbed the energies from the storm she created in Uncanny 147 and evolved into Rougestorm. While Magneto is nowhere near strong enough to wield the energies requried to trigger an evolution in Ororo, it does not diminish the fact that his energies should have no negative effects on her and she has channelled energy in far greater quanitity than he can ever hope to throw at her. Also stated by Claremont and backed by canon is the fact that her perception of her limitations is what truly limits her.
See her balls-to-the-wal,l variatable suicide mission when she summoned the galactic core(millions of stars and blackholes) or in Uncanny 147 when her mindset changed and she became a being of nigh-infinite power only to become aware of her humanity and she couldn't stop the the storm.
Storm with no conception of her limitations=a bytch to deal with on any level.
