Essentially. If evidence of the violation is presented mid match the team would have to continue with 5 characters for the remainder of the tournament. You have until 12/7 to either come clean or swap out a disputed character you fear could have a bannable offense. Past the 7th you'll simply get the character removed from your roster and have to continue without him/her.

They have to have more than half the people voted against them, so something like 8 people would've needed to vote against them for them to be considered "disputed"

I see a problem here. Let's say we drop a disputed character on 12/6 and bring on someone who isn't exactly Superman level, but is clearly over the limits. There's no way we get 12 votes in time to ban them, so we could essentially draft anyone we wanted.
Either an honor system needs to be instituted, or we need to specify that anyone drafted late will be given enough time to be voted on by everyone. Otherwise, anyone with a disputed character could get, say, iron Man in with no trouble at all.

and if you did that, they'd be auto-banned during the Tourney. You'd be fighting with five characters, and not that sixth Superman.

K, I guess that will work. But no one would be so obvious as to pick a Superman-level person. But they could probably pick someone who would be banned if given enough time, but isn't so over caps that it's obvious during the battle.
...so it's not likely, but there's still the potential for a loophole there. I'm just pointing it out so that we make sure no one exploits it.

No, they couldn't, because this is still a low meta tournament. Any character that is obviously over the low meta cap is an instant ban. It's the gray area characters that are under the honor system, and if evidence is provided that they break a rule they are removed. Mid battle if necessary, and can not be replaced. Basically, if you have a character that you know shouldn't be here, is here, and gets exposed during combat, you no longer have the option of replacing the character at all, and you'll be stuck with 5 characters. Also, picks have to be forwarded to me and approved. You can't just say "I have Superboy" and you have him unless he's voted off.

Yeah, pretty much.
He's still done little to show that he could take out anybody Spider-Man level... 😬
As far as metal bending... he has one impressive feat, but nothing meticulous, and has never (that I've seen), utilized the metal on an opponent.
Wolverine has a metal skeleton, but I'd still give him easy odds.
Victor's only particularly dangerous if you rely on tech, or if you're wearing a giant conductor and are standing still. Lulz.
