No, HT is covered in fire, Pyron IS fire, cosmic fire. Pyron is buffer, has horns, is taller(mortal), and doesn't have a mouth half the time.

Anyway, I'm pretty sure that Sakura will have some new attacks if she's in Street Fighter IV.

Either that, or her current moves will get altered somehow.
