And even without resources....Lex can manipulate people easily. It even appears to have taken command in Salvation Run with just a brief speech.

Not the influence but he has the military might to subjugate a good portion of the world within a few hours if attacked with all the resources he has.

Get off Lex's jock... Lex may own his own company, but DOOM owns his own country... And DOOM would own Lex every time.

DOOM has enough resources to create anything he wants to, he must have saved his allowance from his youth.
