What determines force strength/control?

What determines force strength/control?

What determines how much Jedi power a guy has? Is it the midiclorian concentration or total amount (yoda is small and has a high concentration, but since he's tiny he doesn't have a high total amount I wouldn't think compared to a human sized guy) or training or both or what? Does age bring more ability out?
I know it is fiction, but is there a formula on who will end up being the best jedi (I know that being a jedi encompasses a lot of qualities, not just light saber fighting)? And can an average joe become a jedi to some degree, or is there a cut-off midiclorian level at which you can't do jack crap?

the midi count refers to the amount of midis within each cell, and not the sum total of cells, so as yoda said, "size matters not".

and yes, there probably would be a minimum midi-count for which an individual could use the force, logically.
