What determines force strength/control?

Ok, I finally tapped into the mind of GL I think....we have Yoda saying that size doesn't matter, and he up to this point has the highest midiclorian concentration known to the universe. Now we have a woman who "claims" her child has no father, yet the kid gets a midiclorian count that tops even yoda....anybody else see where I'm going? Maybe it really is true that size doesn't matter.
