Because PC means you get to ignore logic, powersets and anything that works against you. It's almost an "I win" card in some cases.
Against a standard kryptonian? A skilled ring user on par with Hal, Kyle or Wog would win almost everytime.
And don't bring up the 'it only happened once' angle. We use all kinds of feats that only happened once. From DS, Thanos, Surfer, Supes, to Wolverine, Spiderman, Batman and Deathstroke.
The Sundip would be very hard to get around, I agree. But at the absolute height of feats and powers, the ring can still take a majority.
Besides, if you get PC kryptonians, we get PC Green Lanterns. 😉

At the time, the armor was powering him, therefor, once the armor was destroyed and they were under a red sun, he got no more power.
