In Birds of Prey in the scan I posted, in the next page in literally seconds she stole a persons magical powers. So yes it doesn't take her long to focus and steal powers, but am I debating she could do it in this thread? as I have said several times..NO! Are you really that dense? I'm NOT DEBATING BA would steal their powers, just correcting an inaccurate comment about her powers

We're forgetting people like E2 Superman, Supernova, Animal Man (he could channel squirrels you know...😉) Vixen, Captain Marvel etc.

Then you have relatively unknown villains like Saviour who are extremely powerful, full power Amazo, etc.

Prep doesn't account for much. There are plenty of times where Marvel (and DC) villains get plenty of prep and still fail.
