It's not as if Juggernaut hasn't done it. And Hulk's done more damage to Juggernaut than Thor ever has (minus cancelling out Juggernaut's enchantment).You overrate Thor a little, imo.
I think the Nul thing is a good point.
If a Thor who had already had been humiliated by Odin, imprisoned by him, blasted by Serpent, and then battled both amped versions of Thing and Hulk was able to send Nul into orbit with a single attack, that same attack would do a number on WWH.
Unless you think that an explicit amp in the form of Asgardian power made Hulk weaker. Which is lol worthy.

Juggernaut had shields good sir. He was pretty much invulnerable in every way and when they were removed Thor showed him whats up. Hulk wasn't hitting shields during WWH or any other time that I know of.
Even a weakened godblast is > Hulk's fist. Thinking otherwise is....well not correct anyways.

WWH is easily orders of magnitude stronger than Savage Hulk.
Thor is Savage Hulk's peer (with mjolnir).
Juggernaut's always been stronger and more durable than Thor, but unlike Thor, Savage Hulk amps past Juggernaut's strength (and casually tosses Juggs around) as well as durability (Hulk's high end is cosmic in scale).
