WWH is easily orders of magnitude stronger than Savage Hulk.Thor is Savage Hulk's peer (with mjolnir).
Juggernaut's always been stronger and more durable than Thor, but unlike Thor, Savage Hulk amps past Juggernaut's strength (and casually tosses Juggs around) as well as durability (Hulk's high end is cosmic in scale).

Even if he wasn't so what? Hulk isn't as directly dependent on anger like he was in WWH. He was turning into WBH from Banner at the drop of a hat. He didn't have to have huge revelation and his best friend stabbed to get to those levels anymore.

WWH was as powerful as he was due to his anger...the Hulk that touched that hammer was a calm, settled down Hulk. Just because the personalities are the same doesn't mean that the power level of WWH is the same. WWH was PISSED that his family was murder, angrier than he has EVER been. Now the proof is on YOU to show that when WWH picked up that hammer, it immediately amped his stats to WWH levels.

WWH fought Thing and Colossus as well as Sentry and ZomStrange.
If he was always operating at the same level of power, Thing and Colossus would have long been dead.
Hulk's power fluctuates based upon his stress and anger levels and he can instantly amp up, but he was fighting off Nul (as he eventually showed when he expelled Nul and destroyed the uru hammer).
WWH >> Nul.

There's no proof that Nul was operating anywhere close to his WWH levels...especially the type of anger he was generating during that arc. Lol...you have to prove that Nul can go World Breaker or even having any type of control over amping his physical stats like Hulk can.
