This is always an odd fight. During the Blood & Thunder line a crazed Thor was embarrassingly handling Surfer before gaining the Power Gem IIRC. Surfer has never had a problem with Hulk. Even on Sakarr it took Hulk & his Warbound to give the Surfer pause.
I love Thor but sometimes he forgets he's a god and fights like a mortal.
