I'm guessing either Master-Borg intended Storm to have full control over the gem, or doesn't know how it works, by his replies on the first page. In that scenario, anyone with the gem would be able to kill literally anyone with a meaningful physical body simply by punching them because they would have infinite strength.

But if he didn't say she had full control anywhere, that would simply lead to speculation on if she could access the gem and what level it would bring her put her at
