Vulcan could have just enough will to fight and still possibly mantain the same amount of control over the energy. So will could just be an added bonus for him where as it's an necessity for Hal.

Hal can will the ring but I would think Vulcan could just control the power or strip it of all.

Not to mention any other energy source Vulcan could find to use around.

Vulcan takes it unless he's stupid with his abilities.

which Vulcan will most likly being since hal is top tier and vulcan doesn't do well against top teir characters. (like glads the fight would end up like the one where he fought glad trying to manipulate Hal energy and becoming frusterated when hal takes him out)

We cant also assume how much power that havok was dishing out when he was hitting vulcan with the blasts since vulcan couldnt counter the attack but countered every other energy based attack that came at him.

We have yet to see the abilities of havok power IF marvel let him keep it. If anything, he could be the most powerful mutant right now since vulcan was stated as being the most powerful mutant and just got thrashed by havok.
