Hal manipulated energies of quite a bit of GL'ers... Vulcan apparently couldn't manipulate a 'sundipped' Havok's energies.

vulcan COULD win. he trashed havok several times. havok was dropped into a SUN. ie -- seriously amped. he was also pretty cocky AND got cheap-shotted at the start. prior to that he prety much single-handedly defeated the eldest who was at one time trashing havok, glads AND vulcan . . .

still, given experience and showings, i'd go with hal. vulcan's powerset DOES allow him a chance to win this though.
