5) Superman - Let's be honest, there is NO logical way for Bruce to get the drop on Kal, and that IS the only way he would be able to beat Supes with prep. Everything else Kal should be able to Heat-vision, tear-apart or just outright destroy
4) Flash - Pretty much the same as above
3) Batman* - Because only a Batman can beat a Batman
2) Unus the Untouchable - No amount of prep is breaking that forcefield

Well Batman would have a the hardest time against people without easy weaknesses to exploit, and good versatility to counter anything he could do.
So with that I'm go try and make the lowest list I can relative to people Batman shouldn't be able to beat no matter the prep
5)Thor: Has just the right blend of Magic, physical power, versatility, and lack of weakness to give Batman trouble no matter how much prep he got.
4) Green Lantern: More versatile then Thor plus knows Batman.
3) Silver Surfer: Let's face it he is better than any Green Lantern save one amped up like Ion or Parallax.
2) Reed Richards: If he gets prep would be able to outdo anything Batman could dream of doing.
1) Dr. Doom: Just as good at Reed with prep, plus also knows Magic. Also is meaner then Reed and would destroy Batman.

I agree with Thor and Doom (assuming equal prep) the others have things about them that he could probably manipulate.
